While print books will never lose their tactile appeal, eBooks have carved out their own lucrative niche in the publishing market. But cheap tools are good for getting an easy job done fast. Which one to use also depends on how much you will be using it. Of the main page layout programs, I'd stay away from Correl, use InDesign and maybe look into Affinity Publisher. Use word for first formatting and uploading to the other program. Stick to programs designed for page layout. I've heard Atticus works if you are a PC user. I can layout a first draft eBook in under an hour and then take a few hours going over it to fix any problems. That has been the professional publishing hardware and I think it still is and only getting better. I've been a Mac user since the first Mac. If you want to keep it simple, cheap and easy, and are mostly doing eBooks, I use Vellum. You only need to learn the tools you need as I don't think anyone uses all of them.
As you do more complicated layouts, it gets harder fast. The basics of the high end layout programs are not as hard as it looks at first. PageMaker before that was what I mostly used.
It is professional grade software and has been for many years. For print, if you want 4 color separations plus, you got it. InDesign's big flaw currently is not outputting to ebook formats. This is one of those places where the power of the program makes a major difference. If you are doing print and not just eBooks, double that remark. The more graphic and fixed format layout you want, the higher end program you need. Just because it can be done in lots of software doesn't mean it should be. If you want to do this yourself, what you need depends on what you are creating. Lots of things from books to business cards and a very big number of magazine layouts.
